PROBLEM CARGO, POST-CLEARANCE AUDIT AND DISPUTES

  • Incorrect HS code, declaration or technical description.
  • Customs valuation adjustment / request for additional evidence.
  • Permit/certification issue discovered only after cargo arrival.
  • Mismatch between contract, specification, invoice and actual goods.
  • Insufficient incentive documentation or incorrect interpretation of the legal basis.
  • Cargo detained; inspection/expert review/requests are delayed.
  • Customs regime needs to be changed or properly closed.
  • Post-clearance audit, customs request, administrative protocol or dispute.

LOGISTICS, CUSTOMS POSTS AND WAREHOUSES

  • Road, rail, container and multimodal transport; route and vehicle selection.
  • CMR/TIR, transit declaration, EPI/EDI, border and terminal documentation.
  • Warehousing, temporary storage, consolidation, transshipment, loading/unloading, repacking, palletizing, marking/barcoding.
  • Customs inspection/examination, measurement, weighing, sampling, identification and photo/video records.
  • Physical-goods reconciliation against contract, invoice, specification and technical documents.
  • Coordination of customs post/warehouse/terminal/carrier/client until release.

PERMITS, CERTIFICATION, EXPERT REVIEW AND INCENTIVES

  • Before shipment, identify licenses, permits, certificates, sanitary/phytosanitary/veterinary/environmental and other requirements.
  • Use technical passports, catalogs, drawings, composition, material, function, model and operating principle to prepare classification/certification documentation.
  • Support conformity assessment and documentary coordination with competent state/expert bodies.
  • Where a project requires comprehensive review of project/procurement/import documentation, prepare the package and coordinate with the State Institution “Center for Improving the Efficiency of Projects and Procurement”.
  • For incentive-based imports, prepare equipment/machinery/material lists, technical justifications and documents supporting the legal basis of the incentive.
  • Do not treat incentives as automatic: the legal basis is checked against the specific project, legal act, goods and customs regime.
