CUSTOMS REGIMES - ALL 16 REGIMES
Article 25 of the Customs Code of Uzbekistan establishes 16 customs regimes. Below is a practical map of each regime and the support RANDARA can provide.
1. Export
Permanent export of goods from the customs territory of Uzbekistan. RANDARA aligns the contract, HS classification, permits, origin documents, invoice/packing list, logistics and customs declaration.
2. Re-export
Export of previously imported foreign goods where permitted. We review the previous customs status - warehouse, temporary storage, import, free warehouse/FTZ - and structure proper closure of the customs obligations.
3. Temporary export
Temporary export of Uzbek goods for exhibitions, demonstrations, lease, testing, service or other temporary purposes, with management of deadlines and return obligations. Repair/processing cases are assessed separately under outward processing.
4. Outward processing
Export of Uzbek goods for repair, processing or modernization abroad. We plan identification, processing operations, yields, deadlines, processed-product documentation and return import in advance.
5. Release for free circulation (import)
Standard import for free use/sale in Uzbekistan. We review HS classification, customs value, duties/taxes, exemptions, permits and the possibility of advance declaration.
6. Re-import
Return import of previously exported goods subject to the regime conditions. We review identification, reason for export, any changes/repair and the prior export documents.
7. Temporary import
Temporary import of equipment, machinery, exhibition, leased, service and project goods. We plan the term, conditional relief/payment treatment where applicable, re-export or conversion to another regime.
8. Inward processing
Processing of foreign raw materials/components in Uzbekistan with subsequent export/re-export. We structure the process flow, yields, identification, losses, waste, residues and regime closure.
9. Temporary storage
Temporary storage under customs control pending placement under the next customs regime. It can serve as a practical bridge while documents, permits, classification or valuation issues are resolved.
10. Customs warehouse
Placement of foreign goods in a customs warehouse under customs control, followed by import, re-export or transfer to another regime. We coordinate warehousing, records, movement and onward customs treatment.
11. Free warehouse
Use of a licensed free warehouse for placement, storage and permitted operations. We structure processing, onward sale/export and transition to other customs regimes.
12. Free customs zone
Placement and use of goods under the free customs zone regime for qualifying projects/production. Important: a Free Economic Zone and a Free Customs Zone are not identical; the latter is a customs regime.
13. Duty-free trade
Special regime for duty-free shops. RANDARA can support preparation/coordination of licensing, regime placement, declarations and goods movement within applicable legal authority.
14. Customs transit
Movement of goods through Uzbekistan without release for free circulation. We coordinate the transit declaration, EPI/EDI, CMR/TIR, routing, border, seals, transshipment, terminal and deadlines.
15. Destruction
Destruction of goods in accordance with law and customs control requirements. We coordinate the method, permits, environmental/sanitary requirements, acts and regime closure.
16. Abandonment to the State
Abandonment of goods to the State where legally available. Before selecting the regime, we assess legal/financial consequences, goods condition and acceptance requirements.
Important: a “bonded warehouse” is not a separate 17th customs regime. Under the special 2026 framework, a bonded warehouse is linked to a free-warehouse license and inclusion in the bonded-warehouse register. A Free Economic Zone and a “free customs zone” are also not identical concepts.
